The College Student Council – School of Business and Accountancy (CSC-SBA) outlined three key legislative proposals from the Office of the Governor in an official press release on June 20 for the first semester of Academic Year 2025–2026.

CSC-SBA Governor Harvey Eroll Sanchez submitted the proposed bills to the Holy Angel University Senate on June 15: the Inclusive Student Representation Act, the Cyber Wellness and Responsible Online Behavior Act, and the Student Grievance and Feedback System Act.

The proposed acts aim to guarantee inclusive student representation, promote responsible digital behavior, and create accessible and open transparent grievance procedures within the university, according to the document the council has uploaded for public viewing.

“These acts are not just written on paper; they are made to create change in our school life,” Sanchez said in an exclusive interview. He emphasized the council’s commitment to ensuring every student feels represented and heard, regardless of background or affiliation.

“We plan to give training to student leaders about how to treat everyone with fairness and respect. Lastly, we want to have clear ways for students to report if they feel excluded or discriminated against,” he added.

One of the more pressing initiatives involves enhancing the student feedback system. When asked whether the CSC-SBA intends to expand on the current mechanisms or completely overhaul them, Sanchez said the council aims for expansion and improvement.

While some students already utilize the existing feedback platform, where progress on submitted anonymous concerns can be tracked through a regularly updated document, the governor believes it to be insufficient for the needs of the student body.

To ensure that these legislative acts lead to tangible results, the council intends to adopt a data-informed approach, utilizing student feedback, surveys, and reports.

“…in the grievance system, we will count how many cases are submitted, how fast we respond, and how many are resolved. At the end of each semester, we will release a summary so students can see what was done,” Sanchez shared.

The governor also assured that anonymity and security are central to the plan, as only trained officers will handle the reports, which are intended to address concerns about confidentiality and trust in the proposed grievance system.

The University Senate is set to deliberate on the proposed bills in the coming weeks.
